Arun Venugopal16-Mar-2016Justice (retired) AP Shah, the BCCI ombudsman, has ruled that former India spinner Rahul Sanghvi was in violation of the BCCI’s internal conflict-of-interest rules by serving as selector of the Delhi senior and Under-23 teams during the 2015-16 season while still being associated with IPL franchise Mumbai Indians. Former India player Kirti Azad had filed a complaint, alleging Sanghvi was in conflict after the Delhi District Cricket Association (DDCA) appointed him as one of the three selectors in September 2015.Shah also ruled that there was no point in terminating Sanghvi’s contract with the DDCA now, given that Delhi’s season was set to finish at the end of this month.Sanghvi had contended that he had not applied for the job and had been nominated by the DDCA. He also added that he didn’t receive any remuneration as a selector. Sanghvi said he was employed with Mumbai Indians in an administrative capacity since 2008 and he was not involved in coaching or selection of the IPL team.After seeking clarification from the BCCI on the conflict-of-interest rules in place, Shah wrote that if a retired cricketer was appointed as coach or selector of a state association or any other unit affiliated to the BCCI on an “annual or long-term basis”, he could not accept any position with an IPL franchise. Shah’s order, accessed by ESPNcricinfo, stated there was no conflict, though, when a former cricketer was appointed by a BCCI-affiliated unit for a single season following the end of which he worked with an IPL team (for example, a former player might work with say Bengal during the 2016-2017 Ranji Trophy and once the tournament is done go and work for, perhaps, Delhi Daredevils in the 2017 IPL). “The BCCI has permitted the same, at least for the time being,” Shah wrote.In another order, Shah highlighted a clarification received from the BCCI that bars cricketers (current or retired), who hold positions as coaches or selectors of the board’s affiliate units, from running private academies. The order was in response to Azad’s complaint against former India wicketkeeper Vijay Dahiya that alleged he was in conflict by virtue of running the Vijay Dahiya academy – a private coaching centre – while still being Delhi’s coach in 2015-16. Azad also said that Dahiya’s role as assistant coach of Kolkata Knight Riders in the IPL also constituted conflict. According to Azad, Dahiya owned a company called Safe Hands Sports Management, which deals with cricketing equipment and gear, and that led to further conflict of interest.Dahiya responded by saying he didn’t run the academy and that he didn’t own or hold any position in Safe Hands Sports Management. After reviewing the submissions of various parties Shah stated that the academy was run by Dahiya’s near relatives. “Since the academy is named after Mr Dahiya, and it is run by his near relatives, and there are advertisements for the academy in Mr Dahiya’s name, it appears that the retired cricketer is closely associated with the academy.”While nothing can be done if a name has already been adopted by a cricket academy, hereafter, if such an academy is named after a cricketer and is run by a near relative it may be presumed that it is run by that cricketer,” Shah wrote.He recommended that Dahiya submit an undertaking to the “affiliated unit or the BCCI (whichever entity engages him)” that advertisements wouldn’t bear his name as coach of the Vijay Dahiya Academy. Shah also wrote that if a player from the Vijay Dahiya Academy came up for selection Dahiya should recuse himself from the selection process pertaining to the player. Shah also recommended that Dahiya sign an undertaking that he wouldn’t be associated with Safe Hands Sports Management so long as he is a coach or selector of a team.This is the second instance of the ombudsman pulling up a prominent player for a conflicting association with a sports business, after asking India offspinner Harbhajan Singh to dissociate from Bhajji Sports.Based on Dahiya’s submissions, Shah also made sharp observations on the DDCA’s “deplorable state of affairs” and directed the BCCI to forward a copy of the order to the association. “Mr Dahiya claims that payments have not been made or have been excessively delayed for the past four-five years,” Shah wrote. “This is a deplorable state of affairs, and the BCCI must look into it urgently. Huge amounts are paid by the BCCI to affiliated units, and they must be directed to appropriately compensate their coaches and other staff.”

Kylian Mbappe ran the show for Paris Saint-Germain as they picked up a comfortable 3-0 win against Strasbourg in Ligue 1 on Saturday. The France star was constantly involved and gave PSG an early lead with a perfectly executed penalty to end a goal drought that lasted four games.

The attacker could not be tamed by the visitors' defence and went on to create his side's second goal with some nice trickery before smashing it into a dangerous area where Carlos Soler was able to divert it in.

Strasbourg appeared to have had enough of the 24-year-old early in the second half as the challenges grew a bit more severe, resulting in fears of an injury ahead of PSG's midweek Champions League match against AC Milan. Their rough tackles did little to slow Mbappe down, however, as he continued to pop up everywhere and look to create something for the dominant hosts.

It was Fabian Ruiz who rounded off the scoring, though, as Soler snatched the ball and squared to the Spain midfielder to make space and knock it past Matz Sels.

The BCCI has objected to the Justice Mukul Mudgal commission being asked to follow up on their findings into allegations of betting and spot-fixing in the IPL. The BCCI, at a hearing on Tuesday, said it wanted the Supreme Court to form a new panel as it had found the Mudgal committee’s report “erroneous”. At the hearing on Tuesday, the BCCI counsel also asked the court to reinstate N Srinivasan to his office as BCCI president while the probe was being conducted.The Supreme Court on Tuesday, reserved its order about the panel to investigate the allegations against 13 “very important personalities” in cricket. It is however, expected to issue an interim order regarding the composition of the second IPL corruption probe panel within a few days.The next hearing of the case will only be in September, after the court-appointed panel has completed its investigation.At a previous hearing on April 22, the Supreme Court when presented with the BCCI’s selection of a three-member panel to look into the IPL corruption, had asked the Justice Mudgal committee to respond to the court’s invitation to resume its investigation. The Mudgal panel had agreed to continue the investigation and on Tuesday, its counsel Gopal Subramaniam handed over a note from the panel detailing the assistance it would require and said that it would complete its investigations within four months.The Mudgal panel also stated: “As this committee was appointed with the consent of the BCCI and the Cricket Association of Bihar, in the earlier order, the Committee requests that a similar consent may be obtained again.” It is possible that the formation of an entirely new panel to investigate the allegations would be considered impractical because it would increase the potential for the information in the sealed envelope being leaked.Mudgal commission seeks assistance for probe

The Justice Mukul Mudgal commission has stated the assistance it would need to continue with its probe on corruption in the IPL. The panel sought help of the following individuals:
– ML Sharma, former CBI special director
– A senior officer (“preferably not below the rank of assistant commissioner of police”) each from the Mumbai, Delhi and Chennai police, and
– A former India cricketer “of repute and integrity”.
It also requested:
– Further assistance from police authorities, the Sports Integrity Unit of CBI’s anti-corruption branch and other departments or agencies of the central and state governments “as required.”
– Full co-operation of the BCCI during the investigation, including directions to abide by instructions, if any, issued by the panel. The commission also stated that all people working in and assisting the investigation, should “exercise their duties with utmost confidentiality” and act as officers of the court.

The request by Srinivasan’s counsel that he be reinstated as BCCI president was not agreed to by the court. The counsel had argued that the sealed envelope only contained an allegation against Srinivasan that he had failed to act on a complaint made against an individual. To which Justice A K Patnaik said, “The contents of the sealed cover is not what you think it is.” This has left Srinivasan’s BCCI position in limbo as long as there an investigation on. Srinivasan had formally been removed from all BCCI duties from April 16 onward, Justice Patnaik saying that Srinivasan, “could not come back as BCCI president as long as the probe is on.”The court did not however hear the matter of Srinivasan continuing in the ICC, where he hopes to take over as its first chairman in June this year. According to Nalini Chidambaram, counsel for the Cricket Association of Bengal (CAB), the fact that the matter did not come in for a hearing was, “not really a setback. We only hope that the BCCI members will act fairly when a man is not fit to be BCCI president because under the ICC rules it is the BCCI who have to nominate their representative. So we only hope that good judgement will prevail on the BCCI members.”The case dates back to June 2013, when the Cricket Association of Bihar (CAB) secretary Aditya Verma raised charges of a conflict of interest in the BCCI’s original two-member inquiry panel for the IPL corruption issue. A Bombay High Court ruling later termed the probe panel “illegal”. The BCCI and the CAB filed petitions in the Supreme Court against this order, with the CAB contending that the Bombay High Court could have suggested a fresh mechanism to look into the corruption allegations.The Supreme Court then appointed a three-member committee, headed by former High Court judge Mukul Mudgal and comprising additional solicitor general L Nageswara Rao and Nilay Dutta to conduct an independent inquiry into the allegations of corruption against Srinivasan’s son-in-law Gurunath Meiyappan, India Cements, and Rajasthan Royals team owner Jaipur IPL Cricket Private Ltd, as well as with the larger mandate of allegations around betting and spot-fixing in IPL matches and the involvement of players.
